    Yeah, same writer and director.
    I admit I'd prefer more Baccano, but this is almost as good, and probably an easier sell.

    "Dulalala!!" or "Durarara!!"? The official website's url says the latter.

    The name is derived from the word Dullahan, so the L is more accurate.
    Japanese websites almost never bother distinguishing, but odds are it will be corrected for a Western release.
    Assuming they pay any attention, which they often don't.
